Forget the fact that you're all using words like 'correct' and 'wrong' etc., it does, as Rick say, have stuff to do with the consonant/vowel argument but only when referring to "full" words.
The 'rule' I'm told (on my English forum) is that it's an initialism. If you say the word e.g. NASA, then it's 'a' no matter if it's a vowel or consonant. If you say the letters of the word e.g. S T T then it's 'an'.
